JOB
Under the general direction of the Commissioner or designee, the Strategic Planning Manager provides oversight and guidance to the overall mission of the Office of the Commissioner.
This position supports the agency’s mission while developing long-term strategies, conducting research, and developing metrics for tracking short and long-term goals, and ensures all recovery plans align with the mission and vision of the department.
The incumbent is responsible for carrying out assessments to gauge department performance, developing achievable goals, providing reports, and implementing processes that improve and streamline organizational effectiveness.
This position requires a confidential relationship to a policymaker.
EXAMPLE OF DUTIES
Identifies and monitors key performance indicators within agencies.
Identifies, creates, and manages the recovery’s strategic plan.
Conducts ongoing research on topics as needed for program development.
Monitors trends in project cycles, technology and development, and government activity.
Supports the development of long-term organizational strategy and provides recommendations for internal business process improvement.
Provides technical assistance in the agency’s written response to requests.
Provides technical assistance in the development of agency reports and written testimonies.
Monitors, tracks, and reports weekly on specialty programs as identified by VIDE leadership.
Leads trial initiatives, pilot programs and regional roll-outs.
Based on subsequent results, makes, recommends, and implements adjustments and modifications.
Collaborates with other units, departments, and administrative individuals to produce plans and initiatives that are sustainable; evaluates these plans on a periodic basis.
Represents the organization in at seminars, conventions, negotiations, public hearings, and forums.
Identifies project disadvantages and opportunities.
Supports and guides senior executive decision-making processes.
Performs other related duties as assigned.

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION Knowledge of federal rules and regulations as they apply to Section 3 and job placement.
Knowledge of industry standards.

FACTOR 2- SUPERVISORY CONTROLS Work is performed under the general supervision of the Commissioner.
The incumbent works independently and is given latitude in setting overall work priorities to complete assignments.
Work is reviewed for completeness and compatibility with the organization’s goals and objectives.
FACTOR 3- GUIDELINES Guidelines include departmental rules and regulations, and policies and procedures.
FACTOR 4- COMPLEXITY Work involves preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading, visual inspection involving small defects, small parts, and/or operation of machines (including inspection), and using measurement devices.
The incumbent spot checks technical quality of work being performed and provides necessary guidance and assistance on unusually difficulty or novel problems.
FACTOR 5- SCOPE AND EFFECT The purpose of work is to develop and facilitate continuous training for all levels of management to ensure support and growth.
Work requires providing step by step concise instruction to leadership in all recovery planning to ensure alignment with departmental mission and vision.
FACTOR 6- PERSONAL CONTACTS Contacts are co-workers, leadership heads, and officials in the government, professional organizations internal and external stakeholders.
FACTOR 7- PURPOSE OF CONTACTS Contacts are made to obtain, clarify, guide, or give facts or information to aid in the accomplishing of objectives and daily tasks.
FACTOR 8- PHYSICAL DEMANDS Work is primarily sedentary and frequently requires walking, standing, lifting, carrying, pushing, pulling, or moving objects, including the human body.
FACTOR 9- WORK ENVIRONMENT Work is performed in an office setting.
Inter-island travel is required.
