Job Title: Program Manager
Reports to: Executive Director (PRPHT)
Location / Hours: San Juan, Puerto Rico / Full-Time
Type of Contract: Regular Contract (Probationary Period)
Purpose
The PRPHT Program Manager (PM) will work closely with the Executive Director in the fulfillment of PRPHT’s goals and mission.
The PM is responsible for helping the PRPHT stay on schedule, on budget, and ultimately on an upward trajectory of growth and success.
Managing the operational details of the PRPHT on a day-to-day basis and coordinating activities between multiple projects.
The PM should pay detailed attention to program strategy, project delegation, and program implementation.
This manager has a large responsibility to ensure that all the team members understand how to work together and coordinate their efforts on the way to a larger goal.
The work assignments will include, but not be limited to, maintaining budgetary control of the program and its various projects (including all paperwork such as receipts and other financial documents), coordinating cooperation between the various divisions of the program, supporting collaboration between the program and various agencies such as within the PR government and US federal government, among many.
This will include writing, retaining, and organizing MOU’s and contracts.
The PM might supervise personnel relevant to these tasks.
Key Responsibilities and Duties Design and manage effective processes and tools for improving program operations efficiencies and for tracking program/team performance, and metrics.
Enhance, measure, and efficiently operate engagements between teams, collaborators, municipalities, and other stakeholders.
Assist the Executive Director in developing and executing a business plan including budget compliance, development of proposals for continued funding, sustainability, and growth.
Develop efficient grant application procedures and support in the submission of proposals and progress reports.
Conduct regular meetings with the Executive Director to report on progress and follow-up on tasks.
Develop, implement, and monitor key performance indicators for the program and its divisions.
Contribute to the strategic vision of the PRPHT by supporting and implementing strategic initiatives of the PRPHT leadership team.
Gather, analyze, and interpret external and internal data and write reports on program performance and other topics as needed.
Conduct regular budget reviews and reports to ensure compliance and that the program has adequate and suitable resources to complete its activities.
Work in coordination and closely with the PHT Executive Director, PRSTRT Chief Financial Officer and PRSTRT Compliance Officer to assure that the grants are complying.
Maintain program compliance with sponsors’ (e.
g.
, federal agencies, local entities, private funders) requirements as well as with all Trust and legal requirements.
Represent Executive Director at events and conferences, including providing public presentations and interviews, as needed.
Lead special projects as assigned by the Executive Director.

Qualifications & Technical Job Requirements Ability to work independently with minimum supervision.
Ability to communicate effectively with technical and non-technical individuals or audiences in both written and verbal formats regarding work performed and the results of work performed.
Must possess ability to create and write correspondence, technical reports, and administrative documents.
Proven experience managing a team.
Experience using computers for a variety of tasks.
Competency in Microsoft applications including Word, Power Point, Excel, Outlook, and Microsoft Project.
Must hold a valid Puerto Rico driver’s license.
Some off-island travel, including international travel, might be required.
Proficient in Spanish and English, in both writing and verbal formats.
Experience & Educational Requirements Graduate Degree in Public Health Administration, Business Administration, or related field.
PhD preferred.
Proven record of detail-oriented project or program management, with at least 5 years of experience.
Certification in any field of Program Management or willingness to become certified within 1 year of initial appointment.
At least three years of experience working in the public health sector.
