ICF's Disaster Management Division seeks an Outreach Manager who will support the implementation team that include Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico.
The Outreach Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to local governments, nonprofit and subrecipients across Puerto Rico.
The ideal candidate will be a proven Disaster Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management.

Key Responsibilities: Support the Project Manager in daily operations and identified responsibilities.
Provide program presentations as required for any new subrecipients.
Provide technical assistance required ensure all subrecipients receive necessary training required to successfully develop program activities.
Prepare and provide all didactic materials in relation to technical training.
Provide all necessary support in the execution of the Subrecipient Agreement (SRA) or SRA Amendment to implement the project in compliance with CDBG-DR/MIT requirements.
Provide technical assistance throughout the procurement process to ensure that the process is compliant with 2 CFR 200.

Provide technical assistance to the subrecipient regarding basic HMGP eligibility requirements.
Review the subrecipient’s Architect/Engineer’s (A/E) design documentation, and provide comments and technical assistance, as necessary and confirm that CDBG parameters are being met.
Provide technical assistance to the Subrecipient regarding compliance with CDBG-DR and CDBG-MIT requirements and policies.
Provide direct support to Project Manager in coordinating, conducting, and documenting all necessary meetings, including outreach activities, trainings and workshops.
Provide all necessary support in the development, preparation and submission of required deliverables to including monthly reports.
Lead, coordinate and supervise the Outreach team tasks.
Minimum Qualifications: Must have a bachelor’s degree or higher education from an accredited institution.
Must have at least three (3) years of previous project management experience or related experience.
Must have demonstrated experience in the following, but not limited to, document management, auditing procedure development and implementation, compliance review procedures, policy interpretation and implementation, team leading in auditing and policy reviews, reporting techniques, and data system usage.
Experience in the management of FEMA PA projects preferred.
Must have fluent verbal and written communication skills.
Must be working locally within Puerto Rico.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position is: $77,770.
